Carroll’s productive career as
a mechanical engineer is rare among graduates of local high
schools. With two degrees, B.S. and M.S., from The University of
Texas at Austin, Carroll worked for Shell Oil Company for over
36 years. Houston was his primary home although the Boeckers
lived elsewhere briefly. The pinnacle of his engineering
career was as design and construction manager of a $495 million
502-mile-long 30-inch super critical phase carbon dioxide
pipeline from Cortez, Colorado to West Texas for industry wide
use in tertiary oil recovery.
Other work involved
transportation facilities for bulk liquids. He was active
on the American Petroleum Institute (API) Committee for Design
and Construction for Pipeline Transportation for 18 years
serving as committee chairman two years. API in 1991 asked him
to represent the United States on a USA-European committee to
develop an international standard for petroleum pipeline design,
construction, operation and maintenance. The resulting document
was accepted by the International Standards Organization in
Brussels. The Houston Pipeliner’s Club named him Pipeliner
of the Year in 1997.
Upon retirement from Shell in
1997, Carroll and his wife Joan built a home off FM 485 in north
Milam County where he grew up. They are active in civic
organizations in the Cameron and Buckholts areas. They have been
married for 46 years and have three sons and four grandchildren.
