Paul Manley

Valedictorian
of his senior class, Larry Paul Manley’s career is in law,
business, and public service. He graduated UT-Austin and
UT-Austin Law School with honors, also serving as editor of the
Texas Law Review. In 1995
President George W. Bush, then governor of Texas, named him head
of Texas Department of Housing and Community Affairs. That said, he
has spent most of the last 42 years working to make affordable
housing available to Texans. Presently he is chairman and CEO of
The Manley Companies, a real estate development firm based in
Austin. He has been directly involved in the development of over
2,654 units of affordable multifamily residential housing in
Texas. Early in his
career he practiced law in Houston at Vinson & Elkins. From
there he went to the law firm of Ross, Griggs & Harrison heading
Corporate Finance and Securities. He then was appointed General
Counsel for Franklin Federal Bancorp, a $1.8 billion financial
institution located across the Southwest, and subsequently was
named Chairman of the Banking Regulatory Group of Hughes & Luce.He founded
and served as president and CEO of Texas State Affordable
Housing Corporation, an affiliated not-for-profit mortgage bank.
He also served as Director of the National Housing Conference,
and Director of the Council on State Community Development
Agencies. He lives in
Austin with his wife Peggy. They have four children and one
granddaughter.
